WATER, TAXES, AND REDISTRICTING

I returned today from the monthly meeting of the Water and Natural
Resource Committe. As I have stated in my previous reports, the concern
of our water supply in New Mexico (both surface and ground water) is
becoming greater with each passing day. It seems no citizen or local is
exempt from the threat of our loss of the precious water supply we
sometimes take for granted. It is or should be an issue of priority
that we need to take serious efforts for conservation and protecting our
state water.
We had an interesting presentation at the Tax and Revenue Stabilization
meeting at looking into our NM tax structure. Like water issues, there
seem to be no simple quick solutions for restructing our tax system.
The presentation was that NM's corporate tax structure would probably be
easier to "fix" that most of the other taxes that are in place.
The legislature will convene on September 4 to do redistricting. Since
this will be the first redistricting process I have experienced, I am
not sure what to expect.
I have been told it is not nice.
It pits
friends against friends, party members against party members. Every one
is trying to protect his or her district. I am told it is supposed to be
fair. It should also protect incumbents. Sometimes I feel I need a
definition of "fair".
Here is hoping we can come up with a
redistricting plan that will be equitable for the citizens of New
Mexico.
